In December 1970 the Network Control Protocol (NCP) emerges from the first RFC published on April 7, 1969 by Steve Crocker.
RFC
Using RFCs Crocker chooses a special form of defining standards. As you can tell from the term RFC, it literately is a request for comments. Steve Crocker justified this form of standardisation by the fact that all participants were only postgraduates without any kind of authority. Thus, they had to find a way to document their work without letting anybody think they would impose something on someone, so they used a form which was open for comments. RFCs can be edited by everybody. They are intended to serve as a discussion forum with the declared aim of breaking the authority of what is written. The Network Control Protocol, a set of programs enabeling host-to-host connections is the first protocol used on the ARPANET, it was written by the Network Working Group (NWG), governed by Steve Crocker.
